MINUTES OF THE MEETING OF THE BOARD OF COUNTY COMMISSIONERS
BREVARD COUNTY, FLORIDA
August 23, 2007
The Board of County Commissioners of Brevard County, Florida, met in special session on August 23, 2007, at 5:40 p.m. in the City of West Melbourne City Council Chambers, 2285 Minton Road, West Melbourne, Florida. Present were: Chairperson Jackie Colon, Commissioners Helen Voltz and Mary Bolin, Assistant County Manager Stockton Whitten, and Assistant County Attorney Morris Richardson. Absent were: Commissioners Truman Scarborough and Chuck Nelson.
Commissioner Mary Bolin led the assembly in the Pledge of Allegiance.
REPORT, RE: APPOINTMENT/REAPPOINTMENT
Commissioner Voltz noted she forgot to make an appointment for the Valkaria Advisory Board at the last Commission meeting; and inquired if she could do it now. Chairperson Colon requested she wait until the following Commission meeting.
PUBLIC HEARING, RE: STATEMENT OF PROPOSED USER FEE RATES FOR
MELBOURNE-TILLMAN WATER CONTROL DISTRICT FOR FY 2007-2008
MELBOURNE-TILLMAN WATER CONTROL DISTRICT FOR FY 2007-2008
Chairperson Colon called for the public hearing to consider statement of proposed user fee rates for Melbourne-Tillman Water Control District for FY 2007-2008.
Al Pennell, Manager/Engineer of Melbourne-Tillman Water Control District, stated present today are John Devivo, President of the Melbourne-Tillman Water Control District Board; members Bob Riley and Joe Hale; Charlotte Luikart, Vice President for the City of West Melbourne; Jim Tapp, Jim Proce, and Rick Nipper from the City of Palm Bay; and staff members Debbie Leclair and Dan Anderson. He stated in February 2007, the Board of Directors adopted a tentative budget based on the District’s 20-year capital reinvestment plan and current operational costs; and the budget does not call for a user fee increase. He requested approval of the user fee rates as follows: Residential at $19.13 per acre or portion thereof, the same as the 2006-2007 rate; Commercial at $37.14 per acre or portion thereof, the same as the 2006-2007 rate; and Agricultural at $6.69 per acre or portion thereof, the same as the 2006-2007 rate.

Chairperson Colon called for the public hearing to consider tentative approval of proposed user fee rates for Melbourne-Tillman Water Control District for FY 2007-2008.
Motion by Commissioner Voltz, seconded by Commissioner Bolin, to grant tentative approval of proposed rates as requested by the Melbourne-Tillman Water Control District for FY 2007-2008

Upon motion and vote, the meeting adjourned at 5:50 p.m.
