The Board of County Commissioners of Brevard County, Florida, met in emergency session on August 2, 1995, at 2:00 p.m. in the Government Center, 2725 St. Johns Street, Melbourne, Florida. Present were: Chairman Nancy Higgs, Commissioners Truman Scarborough, Mark Cook, and Scott Ellis, County Manager Tom Jenkins, and County Attorney Scott Knox. Absent was Commissioner Randy O'Brien.
ANNOUNCEMENT, RE: MEETING ON MILLAGES
Chairman Higgs advised the Board had a meeting scheduled at 2:00 p.m. to set tentative millages for FY 1995-96; and due to the hurricane and the inability of the people to be here, the Board needs to consider moving the meeting to another day. She stated according to the Governor's Office, the Board can receive an extension on the date which will allow it to have its millage hearing on Tuesday and conform with the law. She stated the Governor can do that under his powers during emergencies; and recommended the Board allow adequate public attendance.
Commissioner Scarborough stated the Board has a capacity to go a week from Friday; with County Attorney Scott Knox responding the Board has a week extension. Commissioner Scarborough stated the Board could do it on Friday without the Governor's orders, but the order would allow it to go to the next Friday; so it has an entire week to play with it.
Commissioner Cook stated he has Wednesday afternoon open. Chairman Higgs stated she will be out of town after Tuesday; the Board could take care of its regular business in four or five hours; and it should definitely accomplish its tasks by 5:00 p.m. Commissioner Scarborough inquired if the Board will start on the millage at 9:00 a.m.; with Chairman Higgs responding there is another time certain scheduled for that meeting, but the Board can do it at 9:00 a.m.
Motion by Commissioner Scarborough, seconded by Commissioner Cook, to schedule a public hearing to consider setting tentative millages for FY 1995-96 at 9:00 a.m. on August 8, 1995, prior to the regular meeting. Motion carried and ordered unanimously.
The Board unanimously adopted an Emergency Proclamation due to severe weather and pending hurricane conditions from Hurricane Erin.
Upon motion and vote, the meeting adjourned.
