PUBLIC HEARING, RE: STATEMENT OF PROPOSED RATES FOR THE MELBOURNE-TILLMAN WATER CONTROL DISTRICT FY2011-2012
Vice Chairman Anderson called for the public hearing to consider statement of proposed user fee rates for Melbourne-Tillman Water Control District for FY 2011-2012.
Al Pennell, Manager/Engineer of Melbourne-Tillman Water Control District, stated present today are Melbourne-Tillman Water Control District Board Members appointed by the Brevard County, Drew Powshak and David Isnardi; Member appointed by the City of West Melbourne Pete Mills; and Members appointed by the City of Palm Bay, Jim Tapp and Bob Hinkle. He mentioned January 2012 is the District's 90th anniversary. He went on to say in February 2011, the Melbourne-Tillman Water Control District's Board of Directors adopted a tentative budget for fiscal year 2011-2012 for submittal to Brevard County utilizing input, District history, experience, and utilizing an annual evaluation of the District's 20-year capital equipment replacement program in the County's Budget Office; and he expressed his thanks to Ashley Hepburn for his assistance. He advised this budget represents a 10 percent reduction in total costs from fiscal year 2011; it has no merit or COLA adjustments to salary; and the one open position has been eliminated. He stated the District presents this budget with the continuing emphasis on the general state of the economy; the District thus proposes a continuing freeze on user fee rates for fiscal year 2012, a position the District has maintained since 2008. He requested approval by the Board for the adoption of annual user fee rates for fiscal year 2011-2012 as follows: Residential at $19.13 per lot or acre, the same as the 2008-2009 rate; Commercial at $37.14 per lot or acre, the same as the 2008-2009 rate; and Agricultural at $6.69 per lot or acre, the same as the 2008-2009 rate.
