The Board of County Commissioners of Brevard County, Florida, met in special session on August 17, 2004, at 5:37 p.m. in the City of West Melbourne City Council Chambers, 2285 Minton Road, West Melbourne, Florida. Present were: Chair Nancy Higgs, Commissioners Ron Pritchard, Susan Carlson, and Jackie Colon, Assistant County Manager Stockton Whitten, and Assistant County Attorney Cliff Repperger. Absent was: Commissioner Truman Scarborough.
Chair Nancy Higgs led the assembly in the Pledge of Allegiance.
PUBLIC HEARING, RE: STATEMENT AND TENTATIVE APPROVAL OF PROPOSED
RATES FOR MELBOURNE - TILLMAN WATER CONTROL DISTRICT FOR
FY 2003-2004
Al Pennell, Manager of Melbourne-Tillman Water Control District, stated on February 24, 2004 the Melbourne-Tillman Board of Directors adopted the FY 2004 budget, which has been submitted to the Board of County Commissioners. He stated the Melbourne-Tillman Board of Directors is a seven-member delegation, consisting of John Divivo, Morris Everett, Joseph Hale, Bob Riley, Sam Simonian, and Charlotte Luikhart. He stated the District is requesting an increase of $58,200 to cover two staff positions and all other increases in costs and insurance; and there is a need for a mechanical technician to maintain all equipment except the sophisticated computers, and for a third mower operator. He stated the two biggest complaints concern mowing and right-of-way access; the increase will be 67 cents per year to the typical single-family residence; and the single-family residence represents 80% of the total billable parcels in the District. He stated the proposed rates for residential will go from $18.12 per acre or portion thereof to $18.79; for commercial from $35.18 per acre or portion thereof to $36.48; and for agriculture from $6.34 per acre or portion thereof to $6.57.
Chair Higgs called for public comment; and there was no response.
Motion by Commissioner Colon, seconded by Commissioner Pritchard, to grant tentative approval of proposed rates as requested by Melbourne-Tillman Water Control District for FY 2004-2005, including an increase in user fees of $58,200, which will be provided through an annual increase of 67 cents to the typical single-family residential homeowner, with proportional increases from $18.12 to $18.79 for residential, from $35.18 to $36.48 for commercial; and from $6.34 to $6.57 for agricultural. Motion carried and ordered unanimously.
Chair Higgs inquired if this will be heard at the budget hearing; with Mr. Pennell
advising it will be considered for approval in September. Chair Higgs thanked
the members of the Melbourne-Tillman Water Control District Advisory Board for
their service.
Upon motion and vote, the meeting was adjourned at 5:42 p.m.
