MINUTES OF THE MEETING OF THE BOARD OF COUNTY COMMISSIONERS

BREVARD COUNTY, FLORIDA

The Board of County Commissioners of Brevard County, Florida, met in special session on August 24, 2006, at 5:35 p.m. in the City of West Melbourne City Council Chambers, 2285 Minton Road, West Melbourne, Florida.  Present were:  Chair Helen Voltz by telephone, Vice Chair Susan Carlson, Commissioners Ron Pritchard and Jackie Colon, and Assistant County Manager Ed Washburn.  Absent were: Commissioner Truman Scarborough and County Attorney Scott Knox.

 

 

Vice Chair Susan Carlson led the assembly in the Pledge of Allegiance.

 

 

Vice Chair Carlson called for the public hearing to consider statement of proposed user fee rates for Melbourne-Tillman Water Control District for FY 2006-2007.

 

Al Pennell, Manager/Engineer of Melbourne-Tillman Water Control District, stated present today are Joseph Hale, President of the Melbourne-Tillman Water Control District Board; members Bob Riley, John Devivo, and Charlotte Luikart; and staff members Debbie Leclair and Dan Anderson.   He stated in February 2006 the Board of Directors adopted a tentative budget based on the District’s 20-year capital reinvestment plan and current operational costs; and the District Board requested a user fee increase of $29,727 to supplement the cost of two additional right-of-way mowing positions.  He requested approval of the user fee rates as follows:  Residential at $19.13 per acre or portion thereof, an increase of 34 cents over the 2004-2005 and 2005-2006 rate; Commercial at $37.14 per acre or portion thereof, an increase of 66 cents over the 2004-2005 and 2005-2006 rate; and Agricultural at $6.69 per acre or portion thereof, an increase of 12 cents over the 2004-2005 and 2005-2006 rate. 

 

 

 

Vice Chair Carlson called for the public hearing to consider tentative approval of proposed user fee rates for Melbourne-Tillman Water Control District for FY 2006-2007.

 

Motion by Commissioner Pritchard, seconded by Commissioner Colon, to grant tentative approval of proposed rates as requested by the Melbourne-Tillman Water Control District for FY 2006-2007 of $19.13 per acre or portion thereof for Residential, an increase of 34 cents over the 2004-2005 and 2005-2006 rate; $37.14 per acre or portion thereof for Commercial, an increase of 66 cents over the 2004-2005 and 2005-2006 rate; and $6.69 per acre or portion thereof for Agricultural, an increase of 12 cents over the 2004-2005 and 2005-2006 rate. 

 

 

Chair Voltz advised the rates are reasonable.

 

Vice Chair Carlson called for a vote on the motion.  Motion carried and ordered unanimously. 

 

 

The Board expressed appreciation to the appointees of the Melbourne-Tillman Water Control District Board.

 

 

Upon motion and vote, the meeting adjourned at 5:40 p.m.
