The Board of County Commissioners of Brevard County, Florida, met in special session on August 19, 1999, at 5:30 p.m. in the Brevard Community College Palm Bay Campus, First Floor, Room 98, 250 Community College Parkway, Palm Bay, Florida. Present were: Vice Chairman Nancy Higgs, Commissioners Sue Carlson and Helen Voltz, and Assistant County Manager Stephen Peffer. Absent were: Chairman Truman Scarborough, Commissioner Randy O'Brien, and County Attorney Scott Knox.
STATEMENT OF PROPOSED RATES, RE: MELBOURNE-TILLMAN WATER CONTROL DISTRICT FOR FY 1999-2000
Al Pennell, Executive Director of Melbourne-Tillman Water Control District, introduced District Board President Veronica Autrey, Vice-President Ken Carah, and Board members Bob Riley and Al Hilts. He advised the District's request is for approval of a zero percent increase in user fees; the fees proposed for Fiscal Year 2000 will be the same as that for Fiscal Year 1999; there has been a change in the way the retirement funds are accounted for which has resulted in a reduction in costs; and the District will be working with the County's Budget Office to prepare the paperwork. He stated the funds will be moved into capital accounts to add to outfall replacements; there are over 1,500 outfall pipes the District is responsible to maintain; and those funds will be beneficial for the District to move in that direction. Mr. Pennell advised the residential rate is $16.73, the agricultural rate is $5.86, and the commercial rate is $32.50, which are the same rates as in FY 1999.
Commissioner Voltz stated the District is trying to get into more equal footing with undeveloped property versus developed property. Mr. Pennell stated that has been discussed, and this Fall the District will be looking at schemes it can utilize and follow up on; and it will be working with Brevard County, but will have to go to the Legislature for any changes.
Vice Chairman Higgs stated the District Board is made up of volunteers, and the Board of County Commissioners appreciates the District's work. She recognized Palm Bay Councilman Norm Voltz.
PUBLIC COMMENT, RE: PROPOSED RATES
Paul Williams stated he is present to look out for the taxpayers' interest and the best they can hope for is the zero increase in taxes which is appreciated.
Carlile Platt stated he concurs with Mr. Williams' comments.
TENTATIVE APPROVAL, RE: PROPOSED RATES FOR MELBOURNE-TILLMAN WATER CONTROL DISTRICT FOR FY 1999-2000
Motion by Commissioner Voltz, seconded by Commissioner Carlson, to grant tentative approval of proposed rates as requested by the Melbourne-Tillman Water Control District for FY 1999-2000, at $16.73 for residential, $5.86 for agricultural, and $32.50 for commercial, which is a 0% increase from last year. Motion carried and ordered unanimously.
Vice Chairman Higgs stated the proposed rates for Melbourne-Tillman Water Control District for FY 1999-2000 will be part of the Board of County Commissioners' budget hearing on September 7, 1999, at 5:30 p.m. in the Government Center Commission Room, Building C, 2725 Judge Fran Jamieson Way, Viera, Florida.
Upon motion and vote, the meeting adjourned at 5:40 p.m.
