The Board of County Commissioners of Brevard County, Florida, met in special
session on August 25, 2005, at 5:40 p.m. in the City of West Melbourne City
Council Chambers, 2285 Minton Road, West Melbourne, Florida. Present were: Vice
Chairman Helen Voltz, Commissioners Susan Carlson and Jackie Colon, Assistant
County Manager Ed Washburn, and Assistant County Attorney Morris Richardson.
Absent were: Chairman Ron Pritchard, D.P.A. and Commissioner Truman Scarborough.
Vice Chairman Helen Voltz led the assembly in the Pledge of Allegiance.
PUBLIC HEARING, RE: STATEMENT OF PROPOSED RATES FOR MELBOURNE-
TILLMAN WATER CONTROL DISTRICT FOR FY 2005-2006
Vice Chairman Helen Voltz called for the public hearing to consider statement of proposed rates for Melbourne-Tillman Water Control District for FY 2005-2006.
Al Pennell, Manager/Engineer of Melbourne-Tillman Water Control District, stated the Melbourne-Tillman Board of Directors is a seven-member delegation appointed by Brevard County, and Cities of West Melbourne and Palm Bay; present today are Charlotte Luikhart from City of West Melbourne, Jim Proce and Dave Isnardi from City of Palm Bay; staff member Debbie Leclaire is the Secretary/Treasurer for the Board; and Dan Anderson is Assistant Manager for Field Operations. He noted in February 2005 the Board of Directors adopted a tentative budget for submittal to Brevard County’s Budget Office for FY 2005-2006; the budget was based on the District’s 20-year capital reinvestment plan and current operational costs; the budget requested a user fee increase of $20,000; however, as the current fiscal year is drawing to a close, the District has projected a year end assessment of the current budget, which would indicate that the user fee increase can be met with an expected available balance. He stated in June 2005 the Board of Directors recommended elimination of the requested user fee increase for 2005-2006; and the District is requesting approval for retention of the 2004-2005 user fee rates for FY 2005-2006. He advised the rates are as follows: Residential at $18.79 per acre or portion thereof, unchanged from 2004-2005; commercial at $36.48 per acre or portion thereof, unchanged from 2004-2005; and agricultural at $6.57 per acre or portion thereof, unchanged from 2004-2005.

Motion by Commissioner Carlson, seconded by Commissioner Colon, to grant tentative approval of proposed rates as requested by the Melbourne-Tillman Water Control District for FY
