MINUTES OF THE MEETING OF THE BOARD OF COUNTY COMMISSIONERS
BREVARD COUNTY, FLORIDA
August 16, 2001
The Board of County Commissioners of Brevard County, Florida, met in special session on August 16, 2001, at 5:38 p.m. in the City of West Melbourne Council Chambers, 2285 Minton Road, West Melbourne, Florida. Present were: Chairman Susan Carlson, Commissioners Nancy Higgs and Jackie Colon, Assistant County Manager Stephen Peffer, and Assistant County Attorney Cliff Repperger. Absent were: Commissioners Truman Scarborough and Randy O'Brien.
Chairman Susan Carlson led the assembly in the Pledge of Allegiance.
STATEMENT OF PROPOSED RATES, RE: MELBOURNE-TILLMAN WATER CONTROL
DISTRICT FOR FY 2001-2002
Al Pennell, Manager of Melbourne-Tillman Water Control District, introduced District Board President Troy Rice, City of West Melbourne representative Charlotte Luikart, Secretary/Treasurer Debbie Leclaire, and Assistant Manager for Operations Dan Anderson. He noted Veronica Autrey served on the District Board for many years; she has recently resigned for health reasons; and read a portion of the February, 1976 Minutes of the Board of Supervisors' Meeting, as follows: "Veronica Autrey was appointed Supervisor to replace Lee Armitage, who passed away this past January. Ms. Autrey's appointment will be effective until the annual meeting to be held in November, 1976." Mr. Pennell stated Ms. Autrey was elected and has served the District almost continuously since 1976; since the District's inception in 1922, 56 different people have served as elected or appointed members of the Board; the newest member, Tom Quesnel, is number 56; and Ms. Autrey is number 21.
Commissioner Higgs stated it is an exceptional period of service; requested Mr. Pennell draft a resolution or provide her office with information on Ms. Autrey; and stated the Board of County Commissioners could adopt a resolution for Ms. Autrey. Mr. Pennell advised Ms. Autrey is in the hospital; she suffered a stroke and is partially paralyzed; she will be moved this weekend to Winter Haven; and if he hears anything further, he will pass the information along.
Mr. Pennell stated the statement of proposed rates for the Melbourne-Tillman
Water Control District for FY 2001-2002 is as follows: Residential - $16.73
per acre or portion thereof, unchanged from Fiscal Year 1999-2000; Commercial
- $32.50 per acre or portion thereof, unchanged from Fiscal Year 1999-2000;
and Agricultural - $5.86 per acre or portion thereof, unchanged from Fiscal
Year 1998-1999.
PUBLIC COMMENTS, RE: PROPOSED RATES
Al Goelz stated Mr. Pennell and his staff are doing a wonderful job; he cannot say enough about them; and if anyone has a problem, they can call the District and the problem is taken care of.
TENTATIVE APPROVAL, RE: PROPOSED RATES FOR MELBOURNE-TILLMAN
WATER
CONTROL DISTRICT FOR FY 2001-2002
Motion by Commissioner Higgs, seconded by Commissioner Colon, to grant tentative approval of proposed rates as requested by the Melbourne-Tillman Water Control District for FY 2001-2002, at $16.73 for residential, $5.86 for agricultural, and $32.50 for commercial, which is a 0% increase from last year. Motion carried and ordered unanimously.
Upon motion and vote, the meeting adjourned at 5:44 p.m.
